Re-bedding loose tiles

Hello, I'm in the process of repairing the Minton tile floor in my church (grade II). Some odd tiles are loose and need rebedding, but there isn't room to use cement unless I smash out the old hard cement. Should I try epoxy resin or maybe PVA? Many thanks.

Hi There, We often have this problem ourselves and Scottish Hertiage themselves recommend using a neat Pva Glue to act as the cement, this way it doesnt make them lift anf after an hour they can be grouted, its only recommended for the odd Tile here and there though not bigger areas.Make sure the area is free from dust and dirt first though.
